[Taiwan Partners with ICHOM: The Next Step in Value-Based Healthcare—Treating the Whole Person, Not Just the Disease]

On December 6, 2025, the SNQ (Symbol of National Quality) signed a strategic memorandum of understanding with the International Consortium for Health Outcomes Measurement (ICHOM), making Taiwan ICHOM’s first strategic partner in Asia. The significance of this partnership goes beyond aligning Taiwan’s healthcare quality with international standards—it marks a fundamental rethinking of a core question:
What truly defines "quality healthcare"?
Historically, clinical success has been judged by metrics like survival rates, lab values, imaging results, and length of hospital stays. Yet for patients, the questions that truly matter are often: After treatment, can I walk on my own? Can I eat normally? Can I return to my work and family life? Has my pain decreased? Can I still maintain a life of dignity and quality? This is the core philosophy of Value-Based Healthcare (VBHC).
As defined by Michael Porter and Elizabeth Teisberg, value-based healthcare revolves around a simple equation: the health outcomes that matter to patients ÷ the costs delivered to achieve those outcomes. In other words, healthcare should not merely measure how many procedures or treatments are performed, but rather how many meaningful health outcomes are actually generated for the patient.
Patient-Reported Outcome Measures (PROMs), actively championed by ICHOM, serve as a vital tool to integrate the patient's voice directly into clinical decision-making. Through standardized methodologies, PROMs capture patients’ firsthand perspectives on their quality of life, physical functioning, symptoms, and post-treatment living conditions. Adopted in more than 40 countries, PROMs are increasingly becoming an essential cornerstone of global healthcare quality assessment.
This perspective should not be confined to hospitals alone. For Taiwan’s novel therapeutics, biotechnology, and healthtech sectors, PROMs ought to be integrated from early-stage R&D and clinical trials. Even if an investigational drug shrinks tumors, improves lab markers, and hits primary endpoints with statistical significance, a critical question remains if it leaves the patient unable to eat, bedridden, or stripped of their quality of life: Is this genuinely the outcome the patient wanted?
This highlights the fundamental difference between treating an illness and treating a human being.
From an industry standpoint, this shift represents a decisive global competitive edge. Future competition in biopharma and medtech will look beyond traditional efficacy and safety to emphasize: Clinical Outcomes + Quality of Life + Patient Experience + Health Economics
The focus is transitioning from merely demonstrating product efficacy to proving whether an innovation creates tangible value for patients, healthcare systems, and society at large. As global regulatory agencies, Health Technology Assessment (HTA) bodies, and payers place greater weight on patient-reported and real-world outcomes, biotech companies that adopt PROMs, HEOR (Health Economics and Outcomes Research), and value-based frameworks early on will gain a significant advantage in global market access, pricing, and reimbursement negotiations.
The ultimate promise of the SNQ–ICHOM partnership lies not merely in adopting an international standard, but in building a robust, homegrown value-based healthcare ecosystem in Taiwan. From hospitals and patients to drug development, clinical trials, HTA, National Health Insurance reimbursement, and national industrial policies, the goal is to position Patient-Centered Outcomes at the very center of decision-making.
Taiwan already possesses world-class medical expertise, a universal single-payer healthcare system, clinical infrastructure, and strong biotech R&D capabilities. Moving forward, the goal extends beyond developing "more advanced medical technologies" to delivering higher-value care, meaningful treatments, and a better quality of life for patients. Shifting focus from treating the disease to healing the whole person may well become Taiwan healthcare’s defining global differentiator.
